I just downloaded 0.8.3.2 and all I can see is the German interface. If I try to choose English from the list, it only offers German. I see lots of .lng files in the program folder, so how do I persuade it to recognize their existence?

Use winzip to do the extract: don't drag directly from the zipped folder: the files won't be created in the correct places. Basically it looks for a language folder. This will not be created if the files are dragged directly.
